Just setting up a test VM with Exchange 2013 on and have hit this problem as well… and manually specifying DNS server did not help. Messages stay in the Drafts folder until they are successfully sent by being processed by the transport service. For instance, items will remain in the Drafts folder if the Store cannot pass them to the transport system. If this query is for the same guest that originates the query, mail gets stuck in draft.
